The free WH-347 PDF from the Department of Labor, and when it is enough
The Department of Labor publishes a fillable WH-347 for free. It is the right choice for some contractors. Here is who, and what it does not do.
What The DOL's free WH-347 PDF is
The Wage and Hour Division publishes Form WH-347 as a fillable PDF with instructions, revised January 2025. You type into the fields, print or save, sign page 2, and send it to the prime. It is free, it is the official layout, and every prime and agency accepts it.
It is a form, not a calculator. Nothing in it adds hours, multiplies rates, splits overtime, or compares your rate to the wage determination. Each week starts blank; the worker names, classifications, and rates are typed again.
Who it is right for
A contractor with 1 or 2 workers on a short project, who is confident in the math and is only going to file a handful of payrolls.
Anyone who wants to see exactly what the form asks before deciding how to produce it.
Where it falls short for a small sub
No memory. A 12-worker crew is 12 names, numbers, classifications, and rates retyped every week for the life of the job, with every retype a chance for a mismatch the reviewer will catch.
No arithmetic. The overtime split, the fringe on every hour, the gross that ties to the row, and the net that ties to the check are all yours to compute and yours to get wrong.
No checks. The PDF will happily accept 44 straight time hours, an overtime rate of 1.5 times basic plus fringe, or a full Social Security number in column 1E.
Page 2 is a separate effort every week: the boxes, the plan table, the remarks.
How CertifiedHours fits
CertifiedHours prints the same Rev. January 2025 layout, with the Statement of Compliance wording verbatim, from data you entered once. The free plan produces one finalized payroll a month with all the checks, which for a contractor who files occasionally is the PDF with memory and arithmetic added.
If you have been using the PDF, upload one of your filed forms and CertifiedHours reads the crew and project from it. Setup is about a minute.
The short version
One or two payrolls, one or two workers, and you know the math: the PDF is fine. Anything more and the retyping is where the errors come from.
